Yes, I have encountered the same problem numerous times when I have to reset
a device (terminal or serially connected printer). However, when I have  to
*ssu* I do not bring down "JNETID". I just wait 4-5 minutes (which feels
like an eternity when the end user's boss is breathing down my neck) , after
which I can go to "ru termdsm". Once inside termdsm it seems the response
time for resetting or status is better than before.
