All of the responses I have received, onlist and off, have said that the
data should be encrypted with the recipient's key (in this case, the service
bureau). So it's unanimous. And I thank all those who responded.

Along with the question of who initiates the ftp, it was a real belly-drop
to hear that those involved had no ideas about whose key to use. I think
that sometimes, service bureaus get so preoccupied with promising their
customer anything they want, that they forget that they are supposed to know
a thing or two about how to do what they do. Thanks again for the
confirmation that, at least on this point, my understand was still in the
realm of the rational. I do so hate it when my sanity checks are returned
for insufficient funds.
