Because its anticipated effect is not to curtail overtime work, but
to curtail the premium wages paid for such overtime and to make
refusal of overtime a cause for dismissal. This actually increases
employer incentive for overtime labour regardless of the wishes of
the employed.  Thus it acts to increase the number of un- and under-
employed because more labour is provided by fewer people at lower
cost.

Read up on the Iron Law of Wages and consider if this sort of social
policy can create a world in which you wish to raise your children.
