The helptext of :SETCOUNTER (on my 5.0 system) reveals:
"...MAX must be less than or equal to the maximum possible value for that
counter.  Those values are:
...
                    JOBNUM  --   16383
                    SESSNUM --   16383"
so I guess "yes, 5" is the answer.
