I guess, however that island and base you can't recall are in the United
States, specifically the Atlantic Fleet Weapons Training Facility at
Vieques, in Puerto Rico.  So rather than be foreigners protesting, it is
Americans protesting, which would see to be their right and responsibility.

This is one reason the military budget is so big, Congress won't allow
the closing of obsolete military bases.
