Use BULDACCT. This is where buldacct is quite useful and the best tool for
this purpose.

As follows:

:BULDACCT
accountname%VSACCT=targetuserset

Then,

:PURGEACCT accountname;onvs=originaluserset

Then,

:STREAM BULDJOB1

That should do it - assuming targetuserset is online.
