It sounds like VPlus is not being used in this case.
 
I just checked the HP2392A Display Terminal Escape codes and there are
codes to do the LOCK / UNLOCK keyboard --
 
ESC c -- Locks keyboard
ESC b -- Unlocks the sucker
 
Maybe these will help you out.
