Well, in the case of the "#" comment, it would be easy to throw it out
as a comment *WITHOUT* subsequent variable resolution ... you know when
you find that first non-blank that it's a comment. (Of course, you
could do COMMENT resolution similarly.)
Note that that change would not prevent the CI from *subsequently* recognizing
comments as it does today.
I.e., the "setvar x '#'" technique would still work just fine.
(Yes, someone might complain that variable resolution inside *that* kind
of comment is a problem, but tough luck :)
