I could use a little more detail, but here goes.
 
When this error occurs, the problem could be a because there are no
DBEFiles in the DBEFileset, the DBEFiles were never added to the
fileset or the DBEFiles are not of the same type as the data being
loaded to it.  If the DBEFiles are created for data, an index will not
be created in that fileset.  If the DBEFiles are only created as index
type, data may not be loaded in the tables.  The best places to check
for this type of information is the SYSTEM.DBEFILE and
SYSTEM.DBEFILESET.
 
 
OR
 
If you do not have an ALLBASE/SQL user license, you can only create tables
in the IMAGESQL dbefileset.  At one point there was a problem such that
At the dbe creation, the IMAGESQL DBEFileSet is automatically created and
defined as the default DBEFileSet for tables, but no DBEFile is attached to
this
DBEFileSet.
