I may be missing something here, but normally, I'd use CLKPROG under ODE
to set the baseline time per GMT, the use the SETCLOCK to account for
the timezone shift when the box is up.

What I've found is that the system isn't "hung" when you set the time at
bootup. Rather, it's adjusting the clock in GRADUAL mode, and it won't
return control of the computer to you until it's finished, which is
about half the time of the offset you've specified.
