I have to respectfully disagree. You are entitled to your
opinion, but I think if you survey modern operating systems
you will find more cases where you can delete a file while
it is being used than not.

BTW, the file doesn't just 'disappear' while you are using it.
It is removed from the directory after that last 'user' of the
file closes it.
