Are you trying to get files whose names are:
*.* settype=ORDERS
that is to say, the last part of the file name is a space, followed by the
string settype=ORDERS?

Or, does their ftp server honor some server-side file artifact called
settype, and you want any file whose settype is ORDERS?

If the latter, you probably need to issue a
quote site settype=ORDERS
(the quote command is optional on MPE, but since it is not optional
everywhere, I prefer to include it, so as to never leave it out when it is
required).

Also, REC-80,1,F,ASCII looks awfully close to the default for files of
type=ASCII, so should not be necessary, if you are performing an ASCII
transfer.
