In /etc/fstab you need something like this:
/dev/hda1 /windows vfat defaults 0 0
And the you will be able to move/copy/create files if you are logged in as
root. There are a few more parameters you can use to add a default uid, gid,
and file permissions to the files. Check "man mount" under the vfat section
for more info.
