Our non-HP printers are networked, not direct connects. We do have printers
directly connected, but they are HP only.

the printer in question here is referred to as a networked printer.  in that
context and assuming that they are using only hp supplied printing then the
it person is right.  the network spooling required a basic level of pcl
communication.

now as was mentioned there are alternatives of either serial connection via
a DTC or 3rd party tools for the networking.
