  "For decades, proliferation experts considered India a "threshold
   state," a nation that did not possess nuclear weapons, but which could
   produce them relatively quickly. India has refused to sign the Nuclear
   Non-Proliferation Treaty (NPT) as well as the Comprehensive Test Ban
   Treaty (CTB), claiming national security reasons for not signing. In
   1974, India exploded a nuclear device it claimed was "peaceful."

   India did away with the "threshold" label twenty-four years after the
   first test, when on May 11 and 13, 1998 it conducted a total of five
   underground tests. The test immediately raised proliferation concerns
   and ratcheted up tensions with neighboring Pakistan. Over the years,
   the Bulletin has provided in-depth coverage of India's nuclear
   program, including the following articles..."

Unless there was a coverup of galactic proportions, there was no
impact on U.S. military forces.
