It is in Saddam's best interest NOT to have any such weapons.  Perhaps in the
past that was different but now he continues to 'win' by not having any such
weapons in Iraq.  Saddam is slowly but surely winning the current war of
words.  Osama will also continue to gain supporters as the US continues to
look very bad in the eyes of the average Muslim/Arab.
