FINFO's priority: TEMP or permanent

If two files with the same name exist, one in the TEMP domain and one in the
permanent domain, from a small test, it appears that FINFO operate on the TEMP
file. Is this bankable? Is this documented anywhere? PRINT seems to "see" the
TEMP file ahead of the permanent file.
