The referenced article begins:

  "The German foreign office and Bundeswehr are pulling the plugs
   on Microsoft software, citing security concerns, according to
   the German news magazine Der Spiegel."

While I wouldn't blame them ;) Wired magazine is running a story
which claims this is not true.

  "A Defense Ministry official flatly denied a report in Der Spiegel
   that German officials were banning Microsoft operating systems
   because they were concerned about a possible backdoor built into
   them by the U.S. National Security Agency."
