Here is a problem I see after changing from using the Telnet Access Card in
a DTC to get to our HP3000, to using Telnet/iX server on the HP3000 itself.

We access our network from outside using a Shiva LanRover and if we Telnet
from the Shiva(ANIK_1) it worked fine.  Now, if we telnet to the HP3000
directly, it fails with the following error:
                Shiva LanRover/E PLUS, Version 4.0.2 96/05/07

                ANIK_1> telnet 172.16.4.10

                Connection closed.

If we telnet to our hp9000, it works fine.

                ANIK_1> telnet 172.16.4.20

If we then telnet from the hp9000 to the HP3000, it works fine.

Telnet from various other Telnet Clients(Reflection, Windows Telnet.exe,
etc) works just fine.
Does anyone have any idea what the TELNET/iX is expecting or Not expecting
that is different from the TAC in the DTC?
