Since no one has mentioned QEDIT for Windows, let me chime in.  I love it.  For editing either PC files or host files, it is intuitive, easy to learn and use, fast, and powerful.  I have not yet run into a limit on the number of records it can handle.  It works fine with fixed, variable, or bytestream formats.  I have not worked with the other C/S editors mentioned, so I can't offer any comparison.
