The times that I get these messages are when I have purged the
image database file xxxxxxTC.
This file has a list of DBEs that the image database is linked to.

For me, cleanup means purge the DBE with all its related files,
DBUTIL to detach image from the DBE
  (you get error/warn but it clears the flag).

Then rebuild the DBE (s).
