Was the last "Declaration of War" by the United States in 1941?

I presume your point is that we did not actually declare war on Iraq,
or Afghanistan?  If so then we seem to share the believe that we really
should have had a declaration of war.  But, the Congessional authorization
was (barely) a constitutional valid act.
