Best tools/languages to load an Oracle DB on the HP3000 from flat files?

I have used Powerhouse and COBOL to maintain Image Data Bases on an HP3000 for 10+ years. Now we have Oracle on our HP3000.  Management would like us to use Oracle Data Bases for all new development. What are the best tools or languages for loading/updating an Oracle Data base from flat files or Powerhouse subfiles or from an Image DB.  Also, we may be migrating to an HP9000 in the future.
