Hum... some questions:

-Are you sure modem is linked to "remote console" port, not to console port
?
-Are you sure remote console port is in "Session" mode, not in "GSP" mode ?

If this is the case, that may explain it.  I know local console port comes
configured by default with terminal protocol set as "vt100" instead of
"hpterm" and this cause Vplus to timeout on terminal type request...
