Its an EXCELLENT editor and I've had the same experience with trying to reach them.
I've noticed that the product can still be downloaded and ran.
For use on an HP3000 I don't see an issue with requiring support or enhancements, so you/they should be ok with that.

Subject: [HP3000-L] Programmer Studio?
Anyone know the status of Programmer Studio, this is the best programming editor I've ever seen. I have a client that wants to use it, and can't seem to contact anyone about it. Don't remember where It read it, but recently I read that Whisper Technology is no more. Went to the website and read:
