The file is an indexed (KSAM) file and not a database so Adager won't be any help. If you have MPEX then you can expand the capacity with %ALTFILE MMKJOBS;FLIMIT=[new size]. If you don't have MPEX then you can do it entirely with Powerhouse - save the contents of the file in a permanent subfile with QTP, create a new file with QUTIL and a new capacity (this will ask to delete the old file - say Yes) and then reload the old data from the subfile with QTP.

File MMKJOBS.MMDATA (Opened in the Powerhouse dictionary as JOBS-SUMMARY and known in this QTP run as JOBS-SUMM-NEW has a capacity of 40,000 records and it is full. You will need to delete some records from it or expand its capacity.

The only thing I don't see are your ACCESS statements (and your SELECT and CHOOSE statements if any). I see the link items but not how you are linking them. If you're pulling multiple files together with one to many relationships you may have a serious increase in output.
Or you can simply set the limit to 100 million or a billion since disc space is cheap. The large result may also help you figure out the best way to SELECt or CHOOSE to keep it low.
