I think that would depend on what encoding was used.
One would have to go to some lengths to use a double-
byte encoding in COBOL. I'm told that ISO-8859-6 is
widely used. If these are flat files (FA/FB/VA/VB)
without binary (computational) fields, then ftp in
ASCII mode should work well. Otherwise, if there are
binary fields or if the file is KSAM, it would be
best to write a small cobol program to read and re-
write the files without binary fields or indexes and
then transfer them. If you are moving to MS-Windows,
Reflection can be used to transfer the files, with
the Windows code page set to CP1256.
