I hold in my lap a copy of "Proceedings of HP 3000 Users 1977" subtitled
HP 3000 Users Group 1866 International Meeting; Issaquah, WA, Sept 26-30.

The 1978 Denver proceedings proclaim the "HP General Systems Users Group".
