There are two tools that I use, but there may be others.

txt2pdf by Sanface Software, I got in 10 years ago for a hundred dollars
and it runs under PERL on MPE.  (It is probably more now.)  I first run
contributed tool SF2HTML that converts it a Spool file to HTML, then I
run and editor to take the <html>, <body>, and listing tags out.  Then I
run txt2pdf.

The other tool I use is AventX by STR Software.  While intended to
convert spool files and then e-mail or fax them.  I imagine it can be
used short of the transmission process.
