To all:

I had the pleasure of having a representative, Vladimir,  from VESoft on
site today.
We sent a message to Tracy but really did not answer his question about
the
'owneership' of VECSL.  Vladimir commented to me that it has contributions
from
VESoft and others in it so it is truly a contributed library.  He also
told me that if someone
has something to put there, they should get it to VESoft for inclusion in
a latter
release.  IMHO, this makes VESoft, the controlling (owner/distributor)
entity.
