I tried the transfer again and indeed, port 30767 is open on the PC side -
that is, the computer running Reflection.  The MPE side connects to that
port.  Assuming I've read the packet captures correctly, you need to allow
30767 inbound on your firewall for Fast File Transfer to work.  Apparently
the old file transfer protocol would just use the existing connection
(whether Telnet or NS/VT or serial or what have you); fast file transfers
can be disabled in Reflection under File Transfer -> Setup -> WRQ tab ->
Fast File Transfer set to Never.  I have confirmed via packet capture that
this mode doesn't open any new connections.
