We added the following to our LOGON SYSTEM UDC:

IF FINFO("SYSVAR.COM.SYS","EXISTS")
   SYSVAR.COM.SYS
ENDIF

and SYSVAR.COM.SYS is:
setvar TZ,"MET-1METDST"
