I assume Mr. Berkowitz meant to imply that "Mexican" is "Spanish".  The
Mexican dialects can be so different from Classic Castilian Spanish as to
provide some challenge for even the most gifted 3-year-old.

You are correct as far as many slang terms go.  I understand the INS tells
the difference between Mexican and Central Americans by the reaction to the
word pistol.  But I'll bet that classic useful phrase we learned in high
school Spanish is the same from Mexico to Tierra del Fuego to Spain.  "Donde
esta el bano?"
