While I'm not interested in joining the political side of this thread, it did
seem appropriate that someone come to the defense of The United Way.  My
understanding is that United Way is a local agency--the various ones are at
least somewhat, if not totally, independant of the others.  In Chattanooga,
some kind soul set up an endowment for the local United Way.  All
administrative costs come from that, so 100% of the money given to United Way
in Chattanooga goes to help folks who need help.
