FTP to Novell box on local network from HP3000

Gentle listers:

My HP3000 can FTP outside of the LAN(thanks to Denys B.).  When I try to hit a local box I get the following error.  I can ping the Novell box from my HP3000.

 Transfer Protocol [A0008S33] (C) Hewlett-Packard Co. 1990
ftp> open 198.47.100.60
Cannot connect to host: 198.47.100.60  (FTPERR 9)
REMOTE ABORTED THE CONNECTION.  (SOCKERR 64)
ftp> 

What do I need to configure in the Novell box??
