I searched the TCP source and found the error messages:

TL11911 = 11911; { cannot send in tcp_deliver_data_to_ptid }
TL11912 = 11912; { PTID_FATAL_ERROR in tcp_deliver_data_to_ptid }

The symptoms of the problem you are describing are similar to SR 8606108146.

I would suggest you contact our friends at the HP Response Center and ask
for the TELNET patch which includes fix SR 8606108146. Currently this
patch is PTDFDK0 for 5.5 ~or~ PTDFDK2 for 6.0.

If problem persist after installing this patch, then it is necessary to
collect NMLG file, system LOG file and a memory dump when the problem is
being seen and then pursue the problem with the RC.
