For some reason (it's been a long week?), I'm reminded of the assertion that
the reason that the federal government does not want plans for building an
atomic bomb published on the Internet, when in fact this information can be
found at most any decent public or university library, is the concern of
civil unrest that would result if the public knew that the average
college-educated American adult, given a complete set of instructions and
all the materials necessary, * still * couldn't begin to build an atomic
bomb.
