This problem maybe caused by an application that repeatedly executes
XCONTRAP, FCONTROL, or FDEVICECONTROL to enable/disable subsys break or
break.   If this is the case (easy to see with a network trace or Reflection
for HP version 9 currently in beta 2) the best solution is to recode the
application to prevent this behavior.  However, if this is not possible for
some reason we have added a setting to Reflection to minimize the effects of
this behavior.
