Sorry I have taken so long to get around to responding to this very good
and worthwhile proposal.  I have just 2 comments about the latest
revision (I received it on 26 Dec from Jerry Fochtman).

- Date Type Code 4 definition is not consistant with the description in
the HPCALENDAR description.  Is it really offset from 1900 or is it
Year?

- The HPDATECONVERT intrinsic uses a >=50 split on deciding the century.
Most likely, this is only going to be used for the next few years -
certainly not 50.  This breakover date does not allow conversion of
existing dates of 41 ie, 1941 (the year I was born) etc.  I would
propose you add another arguement that allows the user to assign the
breakover year so it can be useful for all dates since 1900.
