The cure here is to create a text file with the word QUIT as it's only
entry, call it PHRS.CURRENT.COGNOS (or somewhere), and issue a file
equation :FILE PHRS=PHRS.CURRENT.COGNOS (or whatever).

This will get rid of the double enter problem.

It's weird. Maybe some file intrinsic is returning a slightly different
answer to the condition file does not exist?

I'm still experimenting to see if performance is an issue.
