Did you check and make sure the creator of the Sysstart file was
Manager.sys?

Subject: [HP3000-L] SYSSTART Not Being Executed
Hi -L Gang,
I have an odd one, for me at least. We have a system that has been
broug= ht in from one of our remote sites after they consolidated onto a
local box.=
After getting the hardware and such setup, I have an issue where the
SYSSTART.PUB.SYS file is not being executed automatically at startup.
I can execute it manually after with no problem. I have modified the
fil=
e
so it lives on ldev 1, and verified its syntax. But still to no avail.
I could find nothing on the HP site, nor in the archives that addresses
=
this.
TIA,
Dan
