You need to set up two routes for your gateway:

One has:
  reachable network address A 001 000.000.000
            network mask      000.000.000.001

The other has:
  reachable network address A 001 000.000.001
            network mask      000.000.000.001

One of these matches all destination IP addresses whose least
significant bit is 0.  The other matches all destination IP addresses
whose least significant bit is 1.  Thus, together they match all
destination IP addresses.

So, set the number of hops (or metric or whatever it's called in NMMGR
-- sorry, I'm at work, and work is not a 3000-rich environment, let
alone classic-3000-rich) to a larger number than you use on any other
routes on this system, so that these are the lowest-priority routes.
