Most people use HP's NS/VT protocol for network connections to an HP3000.
It's faster and more efficient than telnet.  Do you have a particular need
to use telnet?  If you want to use telnet instead it's probably because you
are on a UNIX workstation rather than a PC.  In that case you will still
need terminal emulation so that your workstation looks like an HP terminal.
