As mentioned earlier, when you create a KSAM file you get to decide
whether or not the space used by deleted records should be reused (the default
is to not reuse the space (NOREUSE)). Thus, enabling the option (by specifying
REUSE at BUILD time) would answer your question.
However, as pointed out by Tracy, you will probably want to reorganize
your KSAM file from time to time. If it has a single key, Tracy's suggestion
puts the file back into key order. BTW, if it has more than one key, there's
no simple method of putting it into an "optimum" order ... partially because
no tool could guess the optimimum order, since it depends upon your access
patterns ... so you might as well put it into key 1 order.

Renaming a file has no affect on its limit.
