Strangely the HP RC said this was a known problem and had an SSR for it,
however thanks to Gavin and Lars, I realized it was because Netbase
needed to be installed.  The downside is that you have to de-install
netbase to use Stage/iX if the patch is going to affect Image.

Oh well, problem solved for now.
