Larry,

  The only thing I could think of to check is the maxium limit for sessions
in SYSGEN. Under MISC in Sygen there is parameter to set the maxium number
of sessions. If it is set to 25 then even though you set the session limit
via the limit command to 60 it will still only allow you the 25. Hope this
helps
