vi editor needs constant refresh

When I edit a file using vi on MPE/iX 5.5 (in either posix env or using
/SYS/HPBIN/VI), I need to contantly refresh the file I am editing (^l), and
the cursor seems to constatly "confused" as to where it is.
It feels like a tab setting. Does anyone know how to fix this?

Oh, I use a vt100 emulation (as my hp console blew up).
