Hello Chris,

Probable matches for the SR you are looking for are:

4701-308304 - TCP connections stuck in the 0.c state
5003-299859 - tcp connections stuck in 0.0 state

fixed in current General Release patch NSTEDC9 which can be picked
up at the RC or downloaded off the web.
