Sort of reminds me of a story I heard once - the governor of, I believe,
South Dakota refused to extradite criminals from California.  (This was
while Jerry Brown was governor of California).  He thought that living in
California was punishment enough.  I think he actually wrote to Jerry Brown:
"Take our criminals, pickpockets and murderers, yearning to be free..."
