Can you share some details about the config file? Maybe it would be
possible to create a small Java applet or servlet that provides web
based access to the field operators so they can make changes under
some kind of control that is more strict than plain EDITOR...

PS... If the existing pure Java LPR is "not native enough", it might
still be possible to port GnuLPR (see http://lpr.sourceforge.net) or
selected parts to MPE/iX. However, I'd guess that most of the fairly
large number of existing 3rd party spooling tools will be more mature
than a fresh port...
